Desde fort\u00edn Caballero, en el departamento de Presidente Hayes, surgen voces que reclaman exclusividad en el uso de aguas del Pilcomayo. Hablan de la necesidad de recuperar el antiguo Estero Pati\u00f1o, en procura de dar m\u00e1s fuerza a sus argumentos. El Estero Pati\u00f1o no existe, est\u00e1 colmatado, cubierto por un inmenso arenal.<\/p>\n

En el extremo sur de los mapas que ilustran el Chaco paraguayo es posible encontrar un manch\u00f3n de color az\u00fal con la inscripci\u00f3n Estero Pati\u00f1o.<\/strong><\/p>\n

Lo mismo sucede con el trazado antiguo del r\u00edo Pilcomayo, marcando l\u00edmites con Argentina. Se lo pinta como si fuera una l\u00ednea cont\u00ednua que finaliza a orillas del r\u00edo Paraguay.<\/p>\n

Nada m\u00e1s alejado de la realidad: el Estero Pati\u00f1o dej\u00f3 de existir y el r\u00edo Pilcomayo no desemboca en el r\u00edo Paraguay.<\/p>\n

Con el paso del tiempo, a medida que el cauce del Pilcomayo se llenaba de arena, arrastrado por el propio r\u00edo, se produc\u00eda el fen\u00f3meno del retroceso. El r\u00edo iba \u201csubiendo\u201d porque su cauce se taponaba con cada crecida.<\/p>\n

A\u00f1o a a\u00f1o, la extensi\u00f3n del cauce del r\u00edo se reduc\u00eda. Durante el gobierno de Alfredo Stroessner no se realizaron intervenciones que podr\u00edan haber sido oportunas para evitar el desastre que se ve\u00eda venir. En aquel momento se pensaba que la naturaleza har\u00eda las cosas a su modo.<\/p>\n

El resultado fue la notoria disminuci\u00f3n del Pilcomayo en nuestro territorio, sumado a intentos de la Argentina para desviar sus aguas hacia la provincia de Formosa.<\/p>\n

Lo que entraba de agua en nuestro territorio ven\u00eda cargado de sedimentos. El inmenso arenal cubr\u00eda cauces menores y lagunas que encontraban a su paso, impidiendo el escurrimiento del r\u00edo y acelerando el proceso de colmataci\u00f3n.<\/p>\n

La colmataci\u00f3n termin\u00f3 por cubrir de arena la laguna Escalante. Y el fen\u00f3meno se extendi\u00f3 a lo largo del antiguo Estero Pati\u00f1o. El \u00e1rea del fort\u00edn La Verde, en la frontera con Argentina, termino convertido en un inmenso arenal, por ejemplo.<\/p>\n

El reclamo en torno al Estero Pati\u00f1o<\/strong><\/p>\n

Productores instalados al sur del antiguo Estero Pati\u00f1o, sobre todo en los alrededores de fort\u00edn Caballero, Tte. Esteban Mart\u00ednez y Av\u00e1los S\u00e1nches reclaman con insistencia el ingreso de las aguas del Pilcomayo a las \u00e1reas mencionadas.<\/p>\n

El argumento que utilizan es la necesidad de recuperar el Estero Pati\u00f1o: el antiguo estero ya no existe y es una falacia reivindicar la posibilidad de llenarlo nuevamente con agua. Parte de los cauces est\u00e1n taponados y la diferencia de nivel con el entorno, por la colmataci\u00f3n, es notoria.<\/p>\n

El agua del Pilcomayo es una necesidad perentoria para el Chaco paraguayo. No s\u00f3lo para el suministro de superficie, tambi\u00e9n para alimentar las napas fre\u00e1ticas y para concentrar humedad que permitan las lluvias.<\/p>\n

La reivindicaci\u00f3n en torno al Estero Pati\u00f1o se convirti\u00f3 en una excusa que en realidad busca esconder la intenci\u00f3n de dirigir las aguas del r\u00edo exclusivamente al sur del fort\u00edn General D\u00edaz, con la intenci\u00f3n de llevarlo, como sea, hasta fort\u00edn Caballero.<\/p>\n

Los reclamos y exigencias a la Comisi\u00f3n Nacional del Pilcomayo suben de tono \u00a0en procura de conduciur las aguas hasta fort\u00edn Caballero, con el argumento de que \u201chay que recuperar el Estero Pati\u00f1o\u201d. El Estero Pati\u00f1o est\u00e1 perdido.<\/p>\n

Se llega al extremo de intentar agradar a las autoridades actuales de la Comisi\u00f3n Nacional del Pilcomayo con expresiones p\u00fablicas de que \u201ces la primera vez que se introducen las aguas del r\u00edo en a\u00f1os\u201d, tal como expres\u00f3 el ganadero \u201cManolo\u201d Cardozo.<\/p>\n

Entre los a\u00f1os 2018 y\u00a0 2023, bajo la direcci\u00f3n del Ing. Arturo Niedhammer, la comisi\u00f3n del Pilcomayo tuvo el m\u00e9rito de captar las aguas del Pilcomayo en forma ininterrumpida durante cuatro a\u00f1os; este logro no lo puede borrar \u201cManolo\u201d Cardozo.<\/p>\n

Distribuci\u00f3n de aguas<\/strong><\/p>\n

El director actual de la comisi\u00f3n del Pilcomayo, Dar\u00edo Medina, doctor en veterinaria, tiene dos opciones: admitir las presiones que ejercen los productores de fortin Caballero para que el agua se dirija exclusivamente al sur del Chaco o ampliar el \u00e1rea de cobertura del Pilcomayo en nuestro territorio.<\/p>\n

El Dr. Dar\u00edo Medina, veterinario de Horacio Cartes y exgobernador de Boquer\u00f3n, puede priorizar la limpieza de canales y cauces menores que se interconectan al sur de Gral. D\u00edaz, con la finalidad de tener las aguas del r\u00edo en una mayor superficie.<\/p>\n

El Estado paraguayo invierte un promedio de 10 millones de d\u00f3lares anuales en la limpieza de la embocadura del canal paraguayo y canales naturales que conducen las aguas hacia General D\u00edaz. El Pilcomayo ingresa para beneficiar a la colectividad en su conjunto, no a un grupo de ganaderos instalados en los alrededores de fort\u00edn Caballero.<\/p>\n

La necesidad de contar con el agua y el derecho de acceder a ella, asiste a todos por igual. La distribuci\u00f3n del r\u00edo es un desaf\u00edo t\u00e9cnico, no una cuesti\u00f3n de qui\u00e9n puede presionar m\u00e1s para tomar al Pilcomayo como suyo.<\/p>\n

El tama\u00f1o de la embocadura del canal paraguayo y el ancho de la Ca\u00f1ada La Madrid permiten a Paraguay tomar el 30 por ciento de las aguas del r\u00edo. El 70 por ciento restante toma camino a la provincia de Formosa.<\/p>\n

\u00bfQueremos m\u00e1s agua? El ancho de la embocadura de nuestro canal debe duplicarse y La Madrid debe ampliarse por lo menos 15 metros en sus costados; esto implica duplicar el costo de los trabajos que se llevan a cabo cada a\u00f1o.<\/p>\n

Sin esta inversi\u00f3n, Paraguay seguir\u00e1 disponiendo s\u00f3lo del 30 por ciento de las aguas del r\u00edo. Y no faltar\u00e1n voces que continuar\u00e1n hablando de recuperar un Estero Pati\u00f1o que est\u00e1 perdido y que es parte de nuestras desventuras en el Pilcomayo.<\/p>\n
