El 11 de abril pasado, el diario ABC Color public\u00f3 un art\u00edculo titulado \u201cLogro: tr\u00e1s mas de una d\u00e9cada el Pilcomayo llega en forma cont\u00ednua al Estero Pati\u00f1o\u201d.\u00a0<\/strong><\/p>\n

La entrevista fue realizada al Dr. Manuel \u201cManolo\u201d Cardozo, representante de la Asociaci\u00f3n Rural del Paraguay ante la Comisi\u00f3n Nacional del Pilcomayo. El Dr. Cardozo tiene su establecimiento ganadero en los alrededores de fort\u00edn Caballero, departamento de Presidente Hayes. En la extensa entrevista, el Dr. Cardozo asegur\u00f3 que \u201cluego de m\u00e1s de 10 a\u00f1os, las aguas bajas del Pilcomayo est\u00e1n ingresando en forma cont\u00ednua en el Estero Pati\u00f1o\u201d. La aseveraci\u00f3n de \u201cManolo\u201d Cardozo no qued\u00f3 all\u00ed: \u201cEl Estero Pati\u00f1o est\u00e1 empezando a recuperar su vegetaci\u00f3n y a mostrar la fauna que le caracteriza\u201d.<\/p>\n

Hay un dicho muy popular en Inglaterra que dice: \u201cCuando mientes, miente en grande y sobre todo persevera en la mentira’.<\/p>\n

Hace apenas unos meses, Manolo Cardozo expres\u00f3 al mismo medio que \u201cluego de cuatro a\u00f1os por fin ingresa las aguas del Pilcomayo al Estero Pati\u00f1o\u201d. Ahora extendi\u00f3 el plazo de tiempo a \u201cm\u00e1s de una d\u00e9cada\u201d con el agregado de que llega en forma cont\u00ednua al Estero Pati\u00f1o.<\/p>\n

El Dr. Manuel Cardozo sabe que falta a la verdad: no es la primera vez que el Pilcomayo ingresa en forma continua en nuestro territorio. Y tambi\u00e9n sabe mejor que nadie que durante la administraci\u00f3n de Mario Abdo Ben\u00edtez, el ingeniero Arturo Niedhammer s\u00ed logr\u00f3 regar nuestro territorio inclusive en per\u00edodos de aguas bajas, en forma cont\u00ednua. El ingeniero Arturo Niedhammer fue director de la Comisi\u00f3n Nacional del Pilcomayo y durante los cinco a\u00f1os de que prest\u00f3 servicios tuvo \u00e9xito en su responsabilidad de recuperar las aguas del r\u00edo.<\/p>\n

Por alg\u00fan motivo que desconocemos, Manolo Cardozo pretende convencer a la opini\u00f3n p\u00fablica que el gobierno de Pe\u00f1a es el primero en introducir las aguas del r\u00edo en nuestro Chaco. Cardozo olvida que en la zona del Pilcomayo saben mejor que nadie en que per\u00edodo entr\u00f3 o no el agua.<\/p>\n

Mentira Recurrente<\/strong><\/h5>\n

El Dr. Manolo Cardozo insiste en la recuperaci\u00f3n del Estero Pati\u00f1o y llega al extremo irresponsable de sostener que se est\u00e1 recuperando: el antiguo esteral no existe, esta cubierto por el inmenso arenal transportado por el r\u00edo. Las aguas de lluvia permiten que peque\u00f1as lagunas y cursos de agua puedan volver a florecer. Las aguas que ingresan del Pilcomayo no son suficientes para inundar los campos de pastoreo y apenas si logran salir de su cauce en algunos sectores, sobre todo con la ayuda de represas.<\/p>\n

La irresponsabilidad del Dr. Cardozo lleg\u00f3 al extremo de afirmar en la entrevista con ABC Color lo siguiente: \u201cCaus\u00f3 grata sorpresa ver c\u00f3mo productores ayudaban al escurrimiento de las aguas con su maquinaria\u201d. En realidad lo que sucedi\u00f3 fue desesperaci\u00f3n por meter m\u00e1quinas y llevar las aguas hacia cada una de las propiedades lindantes, sin que exista criterio t\u00e9cnico y menos a\u00fan proporcionalidad. El que ten\u00eda mayor cantidad de maquinas, se qued\u00f3 con mayor porci\u00f3n de agua.<\/p>\n

Tambi\u00e9n cometi\u00f3 sincericidio: reconoci\u00f3 que gestiones suyas permitieron que los dos \u00fanicos equipos anfibios de la Comisi\u00f3n Nacional del Pilcomayo fueran enviados de urgencia al fort\u00edn General D\u00edaz para la limpieza de sedimentos debajo de los puentes del lugar.<\/p>\n

El resultado no pudo ser peor: se abandon\u00f3 la limpieza de la embocadura del canal paraguayo y se tapon\u00f3 el ingreso de aguas a nuestro territorio. Un equipo anfibio no debi\u00f3 moverse de la embocadura para que siga la limpieza del canal.\u00a0 La irresponsabilidad del representante de la Asociaci\u00f3n Rural del Paraguay tuvo como resultado que las aguas del Pilcomayo dejaran de ingresar a nuestro territorio. Dos m\u00e1quinas anfibias en General D\u00edaz y ning\u00fan equipo adecuado en la embocadura del canal.<\/p>\n

Buena parte de la libertad de acci\u00f3n que tiene el Dr. Manuel Cardozo en la comisi\u00f3n es que el director de la Comisi\u00f3n Nacional del Pilcomayo no sabe donde est\u00e1 parado. No es ingeniero ni especialista en hidr\u00e1ulica, es veterinario.<\/p>\n

Paraguay apenas recibe el 20 por ciento del r\u00edo. No podremos introducir m\u00e1s agua mientras no se ampl\u00eden las dimensiones de nuestro principal conductor, que es la ca\u00f1ada La Madrid. Queremos agua? se tiene que invertir y trabajar con profesionales serios.<\/p>\n

El Dr. Dar\u00edo Medina, director de la Comisi\u00f3n Nacional del Pilcomayo, es m\u00e9dico veterinario. No sabe nada de manejo y comportamiento de un r\u00edo. Como profesional, se ocup\u00f3 de las estancias de Horacio Cartes en el Chaco. Y peor a\u00fan, tiene como asesor al Dr. Manuel Cardozo, qui\u00e9n tambi\u00e9n ser\u00eda veterinario.<\/p>\n
